Police chief announces sergeant promotions

Johnson City Police Chief Karl Turner recently announced the promotion of five officers to the rank of sergeant. These promotions become effective Oct. 22. The promotional process consists of a written test, job-specific written exercises, and an assessment/interview. In addition, candidates’ work histories are evaluated and points are awarded for education level.

“These officers bring a wealth of experience and knowledge developed over their years of service,” said Chief Turner. “In their new roles as sergeants, I expect they will continue to deliver leadership resulting in exceptional service to our community.”

Nathan Carman will be assigned to Platoon 5. He will supervise officers engaged in a variety of community policing activities. A 2010 graduate of East Tennessee State University, Carman began his career with the Johnson City Police Department in 2013. Carman, who currently serves as an investigator in the Criminal Investigation Division, has also served as a patrol officer, field training officer, SWAT officer, bike team instructor, field training officer, recruiter, and as the downtown officer.

Gary Wills will remain assigned to the Criminal Investigation Division as a sergeant supervising a squad of investigators. He is a polygraph examiner for the department and previously served as a patrol officer, evidence technician and SWAT officer. A 2011 graduate of East Tennessee State University, Wills began his career with the Johnson City Police Department in 2013. Wills is also a 2019 graduate of the TBI State Academy.

Shane Williams will remain in the Criminal Investigation Division assigned to the Special Investigation Squad. Williams has also served as a patrol officer and SWAT officer. He earned his Master Police Officer level 2 in 2019 and was awarded the Tennessee Life Saving Award in 2016. A 2020 graduate of Southern New Hampshire University, Williams began his law enforcement career with the Johnson City Police Department in 2013. Williams, who began his military career in 2004, also serves as company first sergeant in the United States Army Reserves.

Shane Malone will be assigned to Platoon 1. He currently serves as an investigator in the Criminal Investigation Division and as a polygraph examiner for the department. Malone has also served as a patrol officer, evidence technician and SWAT officer. A 2009 graduate of Appalachian State University, Malone began his law enforcement career with the Greensboro, N.C., Police Department in 2009 before joining the Johnson City Police Department in 2013.

Mark Ragan will be assigned to Platoon 4. Currently serving as a school resource officer at Northside Elementary School, Ragan is also a handler teamed with the department’s explosive detection K-9, Deuce. Ragan has also served as a patrol officer. A United States Marine Corp veteran, Ragan graduated from East Tennessee State University in 2012 and completed an internship with the JCPD before joining the department in 2013. He received a Life Saving Award in 2018 while off duty.
