COUNCIL-MANAGER FORM OF GOVERNMENT

Johnson City adopted the council-manager form of government in 1939. This form combines the benefits of elected legislative representation with a professionally managed government. Citizens elect, at large, five city commissioners who serve four-year terms. The Board of Commissioners hires a professional city manager to manage and direct day-to-day operation of the City government, administer the budget, and employ of all City employees with the exception of the Juvenile Court Judge, Municipal Court Judge, and City Attorney who are appointed by the commission.

 

All meetings of the Johnson City Board of Commissioners are open to the public. Commissioners meet in regular session on the first and third Thursday of each month at 6 p.m. in the Commission Chambers of the Municipal and Safety Building. Special meetings may be called at the request of the Mayor, two city commissioners, or the city manager. Minutes of the meetings are available at the City's Recorders' office.

Regularly scheduled meetings of the Board of Commissioners are televised live starting at 6pm on Charter Communications Channel 16 and Comcast Cable Channel 17. Delayed broadcasts of the meetings are aired on the following Saturday beginning at 9 a.m. on the same channels.
