Civil Service Examination

Registration dates:  May 17, 2010 to May 28, 2010

Place:  Human Resources Department, 601 E. Main St.

Civil Service Examination:  Saturday, June 12, 2010, Sign-in at 7:30 a.m., Exam begins promptly at 8:00 a.m.

Physical Agility:  Saturday, June 12, 2010, Will follow written examination.



After completing the written exam each candidate will begin the Physical Agility segment of the process. NO CANCELLATION BECAUSE OF BAD WEATHER.
Any candidate not completing all segments of the Entry-Level process will automatically be disqualified.

EMPLOYMENT STEPS

1. File an official City of Johnson City job application and all other related paperwork with the Department of Human Resources and completely comply with all other City of Johnson City, Tennessee, Civil Service Commission requirements.

2. Be completely registered to take the examination after receiving notification of registration period.

REQUIREMENTS FOR REGISTRATION

. Must be age twenty-one (21) or older.
2. Must not have been convicted of a crime.

MORAL TURPITUDE
Section 10.2.7 ¡V Lack of any of the qualifications described as reasonable requirements for the City of Johnson City's Civil Service position applied for and to comply with P. O. S.T. requirements as follows: to perform effectively the duties of the position applied for; the habitual use of drugs or intoxicating liquors to excess; having been convicted of a felony or misdemeanor involving moral turpitude other than a minor traffic violation; false statements of any material fact; attempted deception or fraud in an application for a Civil Service position. The candidate will be notified and have an opportunity to respond.

3. Must be able to perform the duties and responsibilities of a
Firefighter Trainee as defined by the City of Johnson City, Tennessee. (Fire Fighter Trainee Job Description-pdf document)

4. Must present (in person or by mail) the following paper work during the registration period: No partial registration will be accepted. No copies will be made or substitutions allowed. (You will receive a study guide after you have completely registered.)

a. Signed and witnessed, "Release and Waiver" form
b. Completed City of Johnson City, Tennessee application (if not already on file)
c. Copy of a valid drivers license
d. Copy of high school diploma/GED
e. Copy of birth certificate
f.  Copy of Social Security Card
g. Copy of college or university diploma (if applicable)
h. Copy of Northeast Tennessee Regional Fire Training Association 400 hours Basic Fire Fighting Certificate (if applicable)
i. Copy of Military DD-214 for Veterans credit (if applicable)

It will be the responsibility of each applicant to see that all of the requested materials are on file. No points will be awarded for requested materials turned in after registration has ended.

5. After the submission of all of the required materials and information the applicant will be given a written examination and a physical agility test.

6. At the conclusion of the initial testing process a master roster will be established and all results forwarded to the Civil Service Commission for certification. This will be a ranking according to total score - top score to low score. The Firefighter candidates in the top percentile will proceed to the Interview Panel segment of the process for the Fire Bureau. The Interview Panel activity is the final selection device to evaluate the knowledge, skills, and abilities of those eligible candidates.

7. The Fire Chief will review this Roster to make appointments within the department using, "The Rule of Five", from the Civil Service Guidelines of the City of Johnson City, Tennessee.

8. The duration of the selection process will be based upon the duration of the master roster of eligible candidates per Civil Service Guidelines which states,(1) year or upon request to the Civil Service Commission by the Fire Chief to create a new Roster.

9. A candidate who has competed in an examination may not repeat that examination or take an examination for the same classification within six months from the date of the original examination unless an alternate form is given or the Civil Service Commission waives this rule when sufficient reasons warrant.



EXAMINATION
Examination will consist of the following areas:

I. WRITTEN EXAMINATION

A. Fire Suppression

This portion of the examination consists of questions on an entry level for testing the applicant’s general knowledge of the position applied for and does not pre-suppose any formal experiences or training. Study guides may be available for the exams.

II. PHYSICAL AGILITY
PHYSICAL AGILITY EXAMINATION

This test is designed to measure the applicant’s physical dexterity and the ability to complete a given set of physical exercises. It is composed of activities such as: running, climbing, balancing, etc. (Appropriate clothing should be worn.) Candidates must successfully complete all physical activities. No cancellation due to bad weather.

III. EXPERIENCE

Points are awarded to all candidates who have like experience as follows (with proof):

A. Fire Fighter
Fire Fighter I = 1 Point
Fire Fighter II = 2 Points
EMT = 3 Points
Paramedic = 5 Points
State Fire Academy (9 week class)/NTRFTA Rookie School = 5 Points

Points only are awarded when from the State of Tennessee or agencies approved by the State Of Tennessee.

IV. EDUCATION (Points Awarded to Highest Degree Only – Copy of Diploma Required)

Points are awarded to applicants for educational achievement in the following manner:
Masters or above = 5 Points
Bachelors Degree = 3 Points
Associates Degree = 1 Point

V. VETERAN (Points Awarded for Military Service - Honorable Discharge Only – with proof)
Five (5) points will be awarded to applicants who submit a DD-214.

The Physical Agility examination is given to all Firefighter candidates for the City of Johnson City, Tennessee. This test is designed to measure the candidates physical dexterity and his/her ability to complete a given set of physical exercises.

*All Candidates must successfully complete every activity in this examination that will include running, jumping, and climbing. Please wear appropriate clothing and tennis shoes for physical activities. NO CANCELLATION DUE TO BAD WEATHER.
