The Current Planning staff administers the land use controls in the Zoning Code. It receives and makes recommendations on requests for annexation, rezoning, rights-of-way abandonment, and Zoning Code text amendments. The staff also serves the Board of Zoning Appeals (BZA) and the Historic Zoning Commission (HZC). Rezoning Procedures |
| A completed rezoning application and the appropriate fee must be received by the Planning Department by the 15th of the month prior to the next Planning Commission meeting (the 2nd Tuesday of the month). The Planning Department will notify by letter all property owners within a two-hundred (200) foot radius of the requested zone change. Fifteen (15) days prior to the meeting day, the applicant shall post a sign(s) to be prepared by city on subject property. Sign(s) must be posted no more than twenty-five (25) feet from the right-of-way and must not be posted on a power pole. The sign(s) will be available for pick-up at the City Hall Planning office the Friday before the posting deadline. If the rezoning request is approved by the Planning Commission, it will then be sent in ordinance form to the City Commission for consideration on three (3) readings. If the ordinance passes all three readings, the rezoning becomes effective. Fees: Single-family Residential Rezonings (less than 5 acres): $200 Single-family Residential Rezonings ( greater than 5 acres) and all multi-family and nonresidential rezonings less than 20 acres: $450 Any nonsignle-family zoning of 20+ acres: $500 Binding concept plans are required for most multi-family and commercial rezonings. Annexation Procedures |
| To apply for annexation into the city of Johnson City, send a letter of request to the address below. This letter should include your name, mailing address, as well as the tax map and parcel number (found on tax card), requested zoning, and reason for the request. There are no fees for annexation. A request for annexation of a developed residential area should be accompanied by a petition signed by those residents who favor annexation. The Planning Department will conduct a feasibility study of each annexation prior to Planning Commission consideration. All annexations are required to be reviewed by the Planning Commission and by the City Commission as an ordinance. At the time of annexation, the property will be zoned in accordance with city zoning regulations. |

Rights-of-Way Abandonment |
| Processed upon request by adjacent property owner(s), these requests seek the abandonment of unimproved and occasionally improved rights-of-way that are not necessary for present or future services or access. Application fee of $130 is required for each request. Send request and map of area requested for abandonment to the address listed below. |
