Comprehensive Plan

The Planning Department is currently in the process of updating the city’s Comprehensive Plan.The city’s previous plan was adopted in 1987 with various amendments occurring over the past decade.The Comprehensive Plan, upon adoption by the Planning Commission and Board of Commissioners, will consist of a series of documents that establish the framework and guiding principles for the future development of the city.



Johnson City’s Comprehensive Plan will consist of nine elements.Of these elements, three will have multiple plans.At this time, three elements have been adopted, they are; Urban Growth and Services Element, Community Facilities Element (School Plan and Parks and Recreation Plan), and Historic Preservation Element.Currently three elements are in draft format ready for adoption, they are; Land Use Element, Economic Development Element, and Housing Element.The final three elements which are underway will be completed by December 2005, they include; Transportation Element, Public Utilities Element, Downtown Revitalization Element, and the Fire Protection Plan and Other Public Facilities Plan (part of the Community Facilities Element).
