| Planning Commission |
The Johnson City Regional Planning Commission consists of ten citizens, eight whom are appointed to 3 three-year terms by the Board of Commissioners while two are held by City Commissioners or their designees. The Planning Commission reviews all rezonings, annexations, and rights-of-way abandonments and makes recommendations for approval or denial to the Board of Commissioners. The Planning Commission also makes recommendations on land use policy issues through the Subdivision Regulations, Zoning Ordinance, and the Comprehensive Plan.
The Planning Commission meets at 6:00 pm on the second Tuesday of each month in the Commission Chambers of the Municipal & Safety Building, 601 E. Main St. The Planning Commission will hold a workshop at 5:00 pm in the Administrative Conference Room of the Municipal and Safety Building on the day of the Johnson City Regional Planning Commission meeting to review agenda items. The Planning Commission also schedules other meetings and work sessions as needed.

| Board of Zoning Appeals |
Local Boards of Zoning Appeals (BZA) are authorized by the Tennessee Code Annotated to consider variances, special exceptions, administrative reviews or code interpretations. Powers of these Boards are set forth in section 13-7-207 of the Tennessee Code Annotated.
The Johnson City BZA meets the second Tuesday of every month at 9:00 am in the Commission Chambers of the Municipal & Safety Building. The submittal deadline for each meeting is the 15th of the prior month at 5:00 pm. When the 15th falls on Saturday or Sunday, the submittal deadline is the following Monday at 5:00 pm. Special meetings are called at the discretion of the Chairman, provided that notification requirements can be met.

| Historic Zoning Commission |
The Johnson City Historic Zoning Commission (HZC) meets the fourth Tuesday of each month at 5:30 pm in the Administrative Conference Room in the Municipal & Safety Building. Special meetings of the HZC may be called at any time by the Chairman. At least seventy-two (72) hours notice of the time and place of special meetings is required.
The Historic Zoning Commission reviews all requests for the establishment of Historic Districts and processes applications for Certificates of Appropriateness for: 1) changes in external appearance of existing structures; 2) design of new structures; and 3) for demolition of existing structures within established Historic Districts.
The Johnson City Historic Zoning Commission and historic zoning regulations are established pursuant to Article VI, Section 6.26 of the city of Johnson City Zoning Ordinance.

| Tree & Landscaping Board |
The purpose of the Tree & Appearance Board is to advise the Board of Commissioners as to the promotion and management of the urban forest and the overall appearance of Johnson City. The Tree & Appearance Board meets the fourth Tuesday of the month at 5:30 pm in the Street Division Building at 209 Water Street.
The Tree & Appearance Board deals with issues that impact the visual environment, such as architectual elements, landscaping, signage, lighting, and underground wiring. The Board also provides information on tree planting, maintenance, and pruning for the general public and coordinates tree maintenance and removal with the Johnson City Power Board.

| Bikeway & Greenway Steering Committee |
The Bikeway & Greenway Steering Committee meets the first Monday of every month at 5:30 pm. The meetings are held in the Planning Department conference room located at the Municipal & Safety Building and are open to the public.
The responsibilities of the Bikeway & Greenway Steering Committee involve the development and maintenance of the Bikeway & Greenway Master Plan as part of the City's Comprehensive Plan, monitoring the inclusion of biking and pedestrian facilities in new city road projects, managing the status of on-going and future projects, and advising the Johnson City Regional Planning Commission and Johnson City Board of Commissioners as to new opportunities for bicycling and greenway trails.
